I would have to say its seen as a privilege.  You can only hunt w/a license and that may be revoked if you don't follow the rules.

I've seen this question a lot lately, why ask so many in the state forums? just curious.

If you own the land, it is a right. I believe in MS you don't need a hunting license hunting land you own.
I always hit where I'm aiming, but rarely where I'm looking.

I think if you own the land it is still a priviledge because the game animals belong to all the residents of that state.
